European Union has authorised Polish proposition of creation at the Polish Institute of the Power Engineering in Warsaw a Perfection Centre which will prepare a proposition of the energy strategy for ten countries of Central East Europe - applicants for the EU members (Bulgaria, Czech Republic, Estonia, Hungary, Lithuania, Latvia, Poland, Romania, Slovakia and Slovenia. As an objective of the Centre is to reinforce ties between EU and CEE region in the field of the power industry.

Instrument Measuring the Properties of Air - Coal Dust Mixtures

Within frames of the investigation work in the EMAG (Polish Centre of Electrification and Automatic Control in the Coal Industry) there has been elaborated a method of property measurement of three - component mixtures transported in pipelines. Utilising this method there was designed an measuring instrument for air mixtures of PMP type. The instrument is destined for continuous measurement of the ash content in the coal duet or content of combustible particles in fly ashes during the pipeline transport as the duet - air mixture.

Ways of Protection against Effects of the Inner Arc in the MV Switchgears

ELEKTROBUDOWA company has manufactured for dozen years arc resistant switchgears exclusively. Ways of assuring arc - resistance ability were proved as effective and sufficient in practice. Cost of manufacturing the switchgear in arc - resistant version are not much more greater then ones of version not resistant against arc. Achieved security of employees is not able to be calculated in money.

Thermal Power Units on the Energy Market

Electric energy market creates sharp operation regime for the power units. In such conditions as deep as possible optimisation of the power unit operation is needed. It concerns the optimisation process of participation of the power units in the balancing market and in the market of control services as well. In the paper some basic ideas of power units control are presented. The necessity of optimisation in relation of the AGC controller and power unit controller is pointed out.

The Black-out that hit the north-east of USA and Canada in August is treated as alarming signal. Main reason of this accident is inadequacy of resources: technical, communicational and personal in US grid structures. Various reports and analyses give essentially the same recommendations: to provide reliable and affordable electricity we must increase both, grid investments and regulatory certainty by making clear who is responsible for maintaining and upgrading the grid, put in place mandatory compliance with reliability rules of legislation and develop new advanced transmission and protection technologies.

Guidelines for a comprehensive risk management in an electricity company are introduced in the paper. A solution is based on such advanced mathematical methods of the contract portfolio management, as sensitivity analysis and risk measures (VaR, EaR or CFaRI. There is solved the problem of optimal strategy for the players consisting in maximisation of their profit. In the analyses the game theory techniques are used. Application of Area Control Error Prediction to Load-Frequency Control in the Electric Power System

A conception of the predictive control in application to load - frequency control in an electric power system as an untypical case of the model based on the methodology of predictive control (MPC) is presented in the paper. This model is based on very short prediction modelling of the control signals being input and output of the central (conventional) regulator with models as auto-regressive ones with the integrator (ARII. Proposed concept improves the regulator action. The efficiency of its action is verified with the use of the power system incremental model in the simulation procedure.

Modernisation of the 360 MW Turbosets as an Element of a Strategy for Development of the Generating Power in the Bełchatów Power Station

Maintenance and overhaul problems of equipment in the turbine hall were a base of modernisation begun in 1994. The modernisation adapted the equipment to requirements of the power system which was being changed. The modernisation process contain of not only the flow system of the turbines, but also it was directed to improvement of availability and decrease of failure factor of all equipment in the turbine hall. As a result of modernisation there were achieved improvement of generation efficiency, and operational indices of the equipment, as well as decrease of the expenditures for overhauls. Prototype modernisation solutions of the equipment in the turbine hall and cooling system are presented in the paper. Many of them will be used within the frame of Complex Programme of Technical Reconstruction and Modernisation of the Power Units. An objective of the Programme is to extend life time of the power units up to 320 000 h of operation, according to the development strategy of generation power authorised by the Board of the Bełchatów Power Station plc.

Diagnostics of the Turbine Flow System Elements

Condition of the thermal and mechanical equipment in power stations influences fundamentally the reliability of power units. In order to keep high reliability, availability and efficiency of the equipment there is necessary first of all to assess properly condition of the equipment and to do proper overhauls. Substantial information on the equipment state, especially on the turbine flow system gives diagnostic tests (overhaul diagnosis). It creates a possibility of repairs in a good time, exchange of wornout elements and considerable improvement of operation conditions, so it plays a principal role in data achievement for assessment of the equipment state.

Possibilities of Operation Time Extension for Flow Part Elements in Steam Turbines

A dominant kind of faults of rotors, guide vanes, valve chambers and casings in steam turbines are fatigue cracks. The faults have local character and can be repaired if the proper technology is used. If proper repair principles are met, repairs can be done repeatedly without harm for repaired elements.

Establishment of Magnetic Fields Disposition in Surroundings of HV Power Lines for the Needs of Ecological Expertises

Administrative decisions issued according to the Environment Protection Law being in forte cause controversies concerning the impact of the HV overhead lines on the environment. These decisions obligate the line owners to survey ecologically existing objects. In this survey a substantial role plays establishment of the area below the line with the electric field strength exceeding 1 kV/m. The wide of this area decides on possibilities of use the terrain below the line.
