The year 2008 brought many challenges to the Polish power industry including two of a very difficult and expensive character – problems that arose in hard coal-mining and consequences connected with acceptance of the UE Climate-Energy Packet. The 2008 experience confirms that the Polish power industry management has the characterisitic of emotional reactions – both the regulator and the legislator – with no reference to anything like state policy or strategy in this field as they simply do not exist at all.

Should we develop Polish industrial power engineering by installing highpressure
natural circulation boilers?

Purposefulness of applying high-pressure natural circulation boilers in the being developed industrial power engineering is, simply saying, doubtful. It results from frequent damages of waterwall tubes arising from too little linear speed of a water flow in waterwalls. That in turn causes occurence of local boiling especially when boilers' output is diminishing. The most efficient method to lengthen the life of waterwall tubes is proper, based on „hide out", batching of sodium phosphate which protective action inhibits corrosion processes. It is also the right thing to attain the lowest possible electric conduction of feed water. It seems rational to further increase the rated pressure of forced circulation boilers i.e. constructing supercritical pressure boilers.

Acceptance tests of 464 MW block readiness to participate in defence and restoration of power supply

Additional, carried out in June 2008, acceptance tests of the newly put in service 464 MW block showed its ability to pass on to island operation and work for selfconsumption and general power plant needs with possibility to be used for National Power System (NPS) restoration. Given is detailed description of carried out tests and characterized is behaviour of the block ACS during experiments.

White certificates. Foreign experience, Polish plans

Analysis of white certificates' foreign markets allows to draw conclusions concerning influence of various market mechanisms on realization of Directive 2006/32/WE assumptions and make use of memeber states' experience where white certificate systems have already functioned for many years. Plans to implement the system of white certificates in Poland arouse many controversions and fears.

Meat and bone meal – possible application as a fuel for power installations

Discussed is solution of animal meal utilization problem concerning its extrafeed application based on combusting the meal with the use of fluidized bed technology. There is proved that it is the most effective and safe in exploitation method of thermal utilization as regards thermal combustion efficiency as well as emission minimalization of substances harmful for the environment. There are no atmosphere harmful substances in exhaust gases and ash carried away from the furnace contains neither combustible nor soil harmful substances except calcium and phosphor compounds which are mineral substance of the charge material. On the installation described all needed measurements determining the course of the utilization process are taken and it is fully equipped with AC systems.

EUROCOALASH conference – coal combustion ash verification

Presented are past results and the need to further work on rational management of coal combustion by-products. These problems become more and more difficult to solve because of increasing amount of fly-ash and slag and more rigorous law concerning environment protection and waste utilization rules. Very promising seems to be an amendment to the UE Waste Directive in which a new waste status will be defined and the by-product status introduced. Presented are subject matters of papers delivered on EUROCOALASH conference (Warszawa, 6-8 Oct. 2008) which concerned combustion by-products generation, investigation and properties of these products, utilization methods and influence on the environment.

Blackout and National Power System. Role of big generation units in realization of NPS defence and restoration plans.

Discussed are problems concerning preparation of big power blocks for NPS defence and restoration especially considering power blocks' work in separated island systems, synchronization of load islands during NPS restoration and readjustment of protection systems in power plants as regards their operation in conditions of generating capacity defence. Presented are subject matters of papers delivered on the conference „Blackout and the NPS. Role of big generation units in realization of NPS defence and restoration plans" (Poznań, 8-10 Oct. 2008).
